Student & Stad wants a municipality that knows and understands its residents. That closeness is currently lacking. Groningen barely reaches students and often pushes student issues onto RUG and Hanze, while the municipality itself is responsible for housing, welfare, and sports. As a result, structural problems remain unaddressed. At the same time, the municipal organization is under pressure: a third of the civil servants will retire in the coming years, turnover and absenteeism are high, and knowledge is leaking away due to a lot of external hiring. A municipality can only function well if its own organisation is in shape.

We are setting up a student affairs department, based on the Leiden model, in which students themselves also work and which adequately handles student-specific files.
We attract young talent through traineeships, internships, and student jobs, and we improve the image of working for the municipality.
We reduce turnover and absenteeism through good career advancement opportunities and secondary employment benefits. The municipality must be a good employer with a high percentage of satisfied employees.
We investigate how we can limit external hiring so that knowledge remains in-house and no unnecessary euros of public funds go to expensive consulting firms.
